I just want to make it very clear that the House rules of article XI talk about, specifically, j(1) as it relates to the rights of the minority. But you have to ask for that. A majority of the minority has to ask for it. It has to be focused on the issue at hand. They were talking about issues as it related to, I guess, gun ownership, and that was not germane to that issue. With that, I yield 2 minutes to the gentleman from Arizona (Mr. Quayle).
