Mr. Speaker, I make a point of order against the consideration of the rule, House Resolution 590. Clause 9(c) of rule XXI of the rules of the House specifically states that the Rules Committee may not waive the earmark disclosure rule prescribed by paragraphs (a) or (b) of clause 9 of rule XXI. House Resolution 590 waives all points of order against consideration of H.R. 3361. Therefore, I make a point of order pursuant to clause 9(c) of rule XXI that this rule may not be considered.
