I do have to go back to the comments that my good friend from Massachusetts mentioned. Now, I wasn't here in 2008, but if you look back at the history, the Democrats controlled this body and the Rules Committee in 2008. When Congress considered a contempt resolution in 2008, the rules opted to hereby the resolution, preventing Members from even debating it or holding a vote on the measure on the floor. They just said: here we are, we are bringing it to the floor for debate and a vote. It is pretty open to me. Mr. Speaker, I yield 2 minutes to the gentleman from Tennessee (Mr. Duncan).
