would the gentlewoman believe that one-third of the homeless people are veterans, veterans who have slipped through the cracks? We owe service to these people who have paid their dues up front. When I look at the budget that is put forth tomorrow, I look with disgust, because we are sacrificing the veterans who have paid their dues. Perhaps it is a good time for Secretary Brown to leave, although we will miss him. He is and I am sure he will continue to be a strong voice for the veterans in this country.
