I think it is revenue-raising for the bribery and that system, but it certainly does not look like it is revenue-raising for the country. But those people that are working in that system, for example, Sandra Chase, they paid $20,000. Where did that money go to? Richard Parker paid $10,000. Where did that money go to? He was found innocent. However, he was asked to pay another $30,000. The family refused. He was found guilty and given 8 years in these conditions that we just talked about. He has contracted tuberculosis.
