“Mr. Speaker, I want to first of all point out that already we seem to somehow get away from preciseness in the use of words. I heard ``cuts in the Head Start Program.'' There are no cuts in the Head Start Program. As the charts will show and as the debate will show as we go into the 2 hours of general debate and the individual open rule amendments, I am sure we are going to see the charts are going to be displayed that in fact there are increases in programs like Head Start; good programs that deserve increases. We have before us a situation where we have many programs that are nice to have, that are funded by the Federal Government. And we have many programs that are, I guess we should say that we need to have, that are funded by the Federal Government for people who have true serious needs and no other place to turn. And I think it is important to try and make the distinctions between ``nice to have,'' and ``need to have'' programs because sometimes we forget here that all of the moneys from these programs do not come from Washington, they come from us, the people, the taxpayers, from back home.”
