Mr. GOSS. Mr. Chairman, this is a very straightforward amendment. I do not think it will take a lot of time. It is in no way mischievous, it is exactly what it pretends to be and that is to change the threshold trigger for when a taking takes place. In the legislation that we have before us, the ultimate trigger probably will be 10 percent of any affected portion of property. That could be at just about any part of the property. It is a very low percentage point, it is 10 percent or less triggers an automatic taking. What I am proposing we do is we go back to a number we understood on the total parcel itself rather than determine what the affected portion is and we change the number to 30 percent. I offer this amendment in an attempt to bring a more reasonable standard to the Private Property Protection Act which we are dealing with here.
