I would simply like to thank the gentleman from New York [Mr. Solomon] and members of the Committee on Rules and staff who have worked so hard to work closely with the gentleman from Pennsylvania [Mr. Clinger] and his committee to bring an open rule and to conform two bills and bring them together and solve some of the complexities of the problem of this discussion. I think it is very important we do that, particularly as we speak to that issue, just briefly, at this section, because there has been a lot of confusion about what we are doing. I think we have improved Mr. Michel's words very clearly by saying what he meant in the Record in this bill. It is clear what the Record has said, and I think we have made it clear for everybody. We have read those words in the Record, and our bill reflects that. We have debated it, and we voted on it--one amendment. However, Mr. Speaker, I have to say there has been confusion.
