I simply want to rise first of all to support the substitute amendment. I think what the chairman of the committee has offered is a perfectly logical proposal, and that is that the Inspector General report, after a review, what knowledge the Central Intelligence Agency had about the presence of the use of chemical weapons in the Persian Gulf theater during the course of the war over there. I am, however, very disturbed by the language that was in the underlying amendment, and I do want to point this out. I think it needs to be reiterated. There is not a shred of evidence that I know of, anywhere in my tenure in looking at this matter, and I have been involved as a member of the Permanent Select Committee on Intelligence looking into this matter for some time now, that would support the idea that we need a study, which the language of this original underlying amendment said, a study concerning the Central Intelligence Agency's involvement in the use of chemical weapons by enemy forces against armed forces of the United States during the Persian Gulf War.
