Mr. Speaker, I have a great interest in this legislation--after all, Florida is the home of the first National Wildlife Refuge, created by President Theodore Roosevelt in 1903 and located on Pelican Island. The 14th Congressional District boasts four refuges, including the J.N. ``Ding'' Darling Refuge on Sanibel Island, which enjoys an international reputation for its abundant population of waterfowl and other wildlife. The legacy of ``Ding'' Darling--the nationally syndicated editorial cartoonist and avid sportsman--provides a good starting point for one of the debates that will take place with regard to H.R. 1675--specifically over the role of hunting, fishing, and wildlife observation in the refuge system. As a life-long hunter and fisherman, ``Ding'' Darling argued for setting aside areas to protect and nurture wildlife species--such as the ducks he loved to hunt.
