“I would describe generally the resolution that is under consideration as between House Concurrent Resolution 32, which is somewhat of a carte blanche, and the Fowler amendment, which was a prohibition. What we attempt to do here is authorize deployment, but because of some of the concerns we have heard today, call on the President to submit a number of reports and vital pieces of information to the Congress before ordering deployment. These would include reports on a declaration explaining the national interest of the U.S. at risk in Kosovo, and a certification that all U.S. armed forces in Kosovo will be under the operational control of U.S. military officers. We would request further details on the rules of engagement before we have deployment; the military resources that would be required, both the personnel and the equipment; the military exit strategy; the diplomatic exit strategy; the chain of command for the U.S.…”
