I rise in support of the flow control legislation before us today. This compromise bill is now limited in scope and duration, a culmination of several months of negotiation between public and private stakeholders. Most importantly, this compromise bill protects local communities and preserves our commitment to free-market competition in the solid waste industry. Like many States, my State of Florida enacted a law requiring communities to manage their own waste, including a goal that 30 percent be recycled. My district, Dade County, invested nearly $200 million so they could meet this challenge. Mr. Speaker, Congress should not break up monopolies, but this legislation will not do that.
