“there is a fundamental choice that we are making today. That is a choice of engagement versus nonengagement with China. It is unfortunate that most-favored-nation status is called most-favored-nation status. It would much more appropriately be called trading status. Among the countries today in the world that have most-favored-nation status with the United States of America are Syria, Iran, and Iraq. It is a choice that we are making to isolate ourselves. Into the next century there is no question that China will be, and is today, but will only continue in its status as a world power. And in that economy we will have a choice in terms of whether we want to be part of that growth and part of that synergy of the world economy or not. I urge my colleagues to reject this resolution in terms of the opportunity to continue just the normal trading status, not really a most favored status at all.”
