I rise in support of this joint resolution to approve the United States-Vietnam Bilateral Trade Agreement. I am very happy to see that we are finally passing this important trade agreement with the third largest nation in ASEAN, which is the Association of Southeast Asian Nations, and the second most populous country in Southeast Asia. This is an historic agreement. It will reduce tariffs and it will improve market access for United States services and for our products. I am also very pleased with Vietnam's commitment to adopt international standards to protect intellectual property rights. This is a very important step for Vietnam, and it will help very much in reducing piracy and in safeguarding American innovation. For the State that I represent, Washington State, this agreement could mean more high-paying jobs. The Vietnamese Government has made a commitment to purchase four 777 airplanes. These are commercial aircraft. Their construction will be directed by people who live in the district I represent. For our farmers in eastern Washington, lower tariffs and better transparency rules will reduce the red tape that has caused us great trouble in finding markets abroad, and it will expand the exports of our apples, potatoes and wheat to Vietnam.
