America needs to be leading. But in order to lead, we have to have spectrum available in order to lead the harmonization.

I certainly agree with the need for resilient infrastructure, and I encourage all of my colleagues to support this legislation.

It is very incumbent on us in Congress to pave a path forward for American commercial enterprise to compete with China's rapid technological development.
