I rise in support of H.R. 3008 to reauthorize the trade adjustment assistance program and to temporarily extend new coverage for workers who were impacted by September 11. TAA is critical for countless workers who have been adversely affected by foreign competition or by terrorist attacks. Many of the people I represent in Washington State will benefit from the job training services and unemployment compensation that are provided by this provision. In 1998 and 1999, TAA provided $10 million worth of benefits to over 19,000 Boeing workers who were laid off. Many of the 20,000 to 30,000 Boeing workers who have been or will be laid off by the end of next year can now qualify for assistance from the traditional TAA and the new expanded coverage. This bill enhances income support benefits for an additional 26 weeks and it shortens the petition review time from 60 days to 40 days. These are changes that will help reduce paperwork while providing a very necessary safety net to workers.
