This is not a perfect rule, but it does preserve the minority's right to offer most of the amendments that we sought. This is a very serious matter. It is in the interest of our country that our citizens be safe, and it is in the interest of the country that this House operate on a bipartisan basis. I believe we have been given that opportunity by the majority tonight. And while this is not a perfect rule, I urge the adoption of the rule so we can proceed to the consideration of the bill on the floor this evening and tomorrow, and so we can complete this very important piece of legislation before we adjourn for our August recess.
