All I can say is I was sitting next to the gentleman. I understand and I know what I heard last night. Mr. Speaker, assuming that the Republicans are pursuing some sort of payback because they do not like what we did when we were in the majority, I would only point out that we rarely granted closed rules, and they normally were bills out of the Committee on Ways and Means. Bills of this nature, of this controversy, when we were in the majority, we permitted the minority to have a substitute on the floor, something which they have denied us today.
