every single rule the House has adopted this session has been a restrictive rule; you heard that correctly, the Republican House has so far adopted 100 percent restrictive rules in this session. And if it is adopted, the rule before us will leave that 100 percent purely restrictive rules record intact. This is the 63d restrictive rule reported out of the Rules Committee this Congress. In addition, 75 percent of the legislation considered this session has not been reported from committee--9 out of 12 measures brought up this session have been unreported.
