This is an amendment to prohibit the transfer of cluster munitions pursuant to this legislation. Madam Chair, I yield to the gentlewoman from California (Ms. Jacobs), a member of the Armed Services Committee, someone who has led this Congress to try to stop the transfer of cluster munitions.
