“it has been an interesting start to this new Congress 2 weeks ago today, I believe--almost 2 weeks ago, this week. You may disagree with it or agree with it, but the bottom line is, that the reason the vote happened is we passed a law that said within 30 days of it being enacted, the Congress could act to disapprove. That is the way our constitutional system works.…”
