reserving the right to object, I do not oppose going to a budget conference with the House. I think I have shown, especially in the last week, a willingness and ability to compromise on important issues--one, quite frankly, very unpopular among people supportive of my candidacy--in my time here in the Senate when we dealt with the issue of immigration. My concern is that when this goes to a budget conference with the House, they will negotiate the debt limit--an issue that I believe is so monumental it should be debated on its own merits and by itself. So what I am arguing for is a compromise. Let's go to conference but assure everyone here that this is not a conference that is going to deal with the debt limit issue. We need to deal with that issue separately. I ask unanimous consent of the Senator on a compromise. I ask unanimous consent that the Senator modify her request so that it not be in order for the Senate to consider a conference report that includes reconciliation instructions to raise the debt limit.
