The only addition I would make to that is my feeling is that the Government of Kurdistan would probably be open to a number of measures, joint patrols of certain crossings, perhaps increased revenue flow back to Baghdad, so long as they are not asked to completely abandon or feel like they somehow have foreclosed the ability for a dialogue in the future about their status.
Rubio suggests the Kurdistan government is open to negotiations with Baghdad.
