“I know we are working through these nominations, and there is an important one before us now, but as we continue to debate it, I thought it would be a good time to talk about the overall function of the Federal Government and some of the important things it does. That brought to mind something I want to talk about today, and that is the broader issue of U.S. foreign aid, the State Department, and engagement in the world.
