The point of having an agreement is to be able to have certainty so that people know they can invest.

Suffice it to say that once this deal is done, it has to be one that’s beneficial to both countries.

We’re never going to allow Cuba to become a base of operation against American interests or pose a threat to our national security. On that we are abundantly clear.

This war is not going to be solved militarily. This war is only going to end diplomatically.
