Madam Speaker, on rollcall No. 102, the motion to go to conference on H.R. 240, I was not present becrause I was unavoidably detained at the Army Corps Civil Works Review Board for the Port Everglades expansion project, which is important to the South Florida economy. Had I been present, I would have voted ``nay.''
