The gentleman is aware of the fact that in the negotiations that led to this legislation, Mr. Smith made what I consider to have been a very good faith offer with regard to the Haitians. The gentlewoman from Florida [Mrs. Meek] was of the opinion that that was not something that should be finalized in the terms that were offered. But yes, my commitment is there, my distinguished friend, with regard to pushing this issue further.
