I am not ashamed of what the American people, through their Congress, do in foreign aid. We are spending $13.340 billion. That is $13,340 billion in this bill for assistance for peoples in other countries, for the poor and the needy in other countries. I think that is something that the American people have to be very proud of and that is something in the tradition of generosity of the American people. And so, I support this legislation.
