I want to commend President William Jefferson Clinton for appointing Secretary Brown, for having the foresight to look for a man who had fought the wars and was back to this country. And the only thing he asked for was fairness for veterans. It is wonderful to talk about Secretary Brown. That is why this seems a little like a eulogy, but it is not. It is not a memorial. He is a vibrant, young person who will leave here with all of the benefits accrued to a person who has been on Capitol Hill representing veterans. We know we owe him a debt of gratitude. We owe you one for helping America understand about this great heroic gentleman who stepped out from the crowd, with a uniqueness and a cut above from the rest, to lead this country and to say to the world, we respect our veterans. We owe them a debt of gratitude for wanting to give up their lives for this country. My heart is strangely warmed, as I know that people of this country, their hearts are warmed, and so are the veterans. We thank you.
