No, we did not; the majority side who came up with a strategy on how we can cut funding in certain areas did, and that is the reason why those States are suing the Federal Government right now. We have given them an unfunded mandate. When my constituents woke up at 7 a.m. on a given Tuesday morning last November, they did not go to the voting booth and take their voter registration card out and say, well, Congressman, I am going to vote for you to make sure you have better health care than I have, you and your family; or to make sure as relates to undue taxes or what have you that you can raise my taxes, and I will vote on me raising my own taxes.
