“what is going to happen is that historians are going to look at this moment right now in the U.S. Congress; they are going to look at this very moment, as we are on the floor right now, and the Rules Committee, they are meeting behind closed doors, at night, in the dark, making decisions that are going to affect the American people, the everyday American people. It is going to affect them. This is not a hearing that is broadcast to the American people; it is not a hearing, not even in the daytime. It is a hearing in the middle of the night. And what they are going to do in that closed-door hearing is set the stage to try to come to this floor.
