The States cannot even afford Medicaid. They are saying Medicaid reform. You know why? Because businesses are saying, when folks are signing up and filling out their employment information, they are saying, well, I think you are eligible for Medicaid. I think you need to apply there because you will get more benefits under the Federal program versus what we can provide you.
