I support the Hastings amendment. Our election system is sick. Mr. Hastings has a remedy. That remedy would go throughout this country and make us whole again. Do not fool yourselves. The people of this country are upset. They are angry. They are disappointed. It is time that we step up to the plate and say, yes, let's fund this system and work out something that will make all Americans happy to be able to vote. We cannot muzzle justice. No matter who says to move on, we cannot move on until justice is rendered. It is hard to imagine in a free world that I must stand here and beg to be sure that we get a system, that we have the Federal Government participate in the reformation of our system. I want to thank the gentleman from Florida (Mr. Hastings) and the gentleman from Maryland (Mr. Hoyer) for this initiative.
