Yes, Mr Chairman. I think the gentlewoman from South Carolina is right. There is just as much opportunity in rural areas as in urban areas. They have the same needs for economic development. The gentlewoman has been a strong proponent of rural housing since she has been here. What any better way than to have an appointment as an Empowerment Zone. I also want the gentlewoman to know that the Round II Empowerment Zones have many rural communities involved in them. Many of them were enterprise communities, but there were some who had Empowerment Zones as well.
