if we were to keep these restrictions, it would have a very bad impact on the county. We have developed a very strong public-private partnership under the people there in the county, like the mayor, and certainly $70 million in Federal funds in Dade County have been joined with $24 million in local funds, and we were able to create 4,000 new beds for the homeless families and individuals. My point is we need more flexibility so we can apply a stronger public-private match within our local communities. This bill would help the delivery of services, particularly supportive services, to these homeless citizens.
