Let me say this, Mr. Ryan. He says, starting today, February 16. Now that is when you have waited as long as you can. When you write a letter talking about an action that you are going to take on that day, the same day, not that we cannot do it a week from now. Not that we can't do it on the 18th; I cannot do it the day I sign this letter.
