I do not think that you will find any two better leaders in the Congress than the gentleman from Arizona (Mr. Kolbe) and the gentleman from Maryland (Mr. Hoyer). So it is not that we have not had good guidance on this subcommittee. We have been cut short in the resources which are available to our subcommittee. I do not think many Members of Congress understand how important this committee is, certainly maybe not the leadership has not really understood that the Subcommittee on Treasury, Postal Service and General Government holds at its very function general government, and being sure that our government is run well and efficiently, and in doing so, that will certainly leverage the amount of money that is given to this subcommittee to work with. With these inadequate resources, they have been well handled, there are a lot of good things about this bill; and there are several weaknesses about the bill. What we try to do in this subcommittee is to take what we have and do the very best we can. One of my criticisms of the bill is that we have been very strong on law enforcement; and, of course, I do support law enforcement.
