I think that the work that was done by this subcommittee was surely a bipartisan kind of effort, where both Democrats and Republicans worked well for the benefit of the people of this country. I want to congratulate them and their staffs for the work on this fine bill. This particular bill will not do everything for everybody, Mr. Chairman, but what it does, it does a lot for people in need to improve the housing in this country. It is a responsible compromise that merits the support of every Member of this House. I think there is something in this bill, Mr. Chairman, that every Member of the House can go back home and say, ``This is what this subcommittee did and we are very proud of it.'' This has been a very tight budget year. Each of us is aware of that. The 602(b) appropriation is not as high as many of us thought it would be. Of course in the Senate it is probably much lower. So I think this committee did an outstanding job.…
