It is not random. It is a way of doing business here in Washington, D.C. Unfortunately, it is affecting the entire country and in some cases it affects some parts of the world that we are also concerned about, and there are also parts of the world we are concerned about outside of Iraq. I think that is important to point out. I just want to mention something that the gentleman from Ohio (Mr. Ryan) talked about, this H.R. 3764, which is the House bill that will create this independent commission just like the 9/11 Commission. The only difference between the bill we see by the gentleman from Ohio, House Resolution 3764, and the 9/11 Commission is the fact that it says the independent Katrina commission versus the 9/11 Commission. {time} 1915 So it is language that we all understand and eventually, like the 9/ 11 Commission, the majority side came around and voted for it. Some did. I think it is also important for us to understand that independent commissions are not a new phenomenon to the way to deal with issues in correcting wrongs that took place or possible mistakes that could have happened. For instance, I mention the 9/11 Commission, which is the most respected commission that came after 9/11. Also, if we look at the commission after the Challenger space accident in 1996, the Presidential commission that looked into the NASA program and things that we needed to look at.…
