It is the Republican Congress rubber stamp, and it is very, very unfortunate that the people that are paying the price for this rubber stamp are the American people at the gas pump. This is graduation time. A lot of parents are going to see their children walk across the stage, but guess what, college assistance and affordable loans will not be there for those children because we are willing to give $42,000, $43,000 in tax breaks to millionaires. The Republican Congress says they gave tax cuts for the American people. Yes, they are American people, too, but I am not talking about the middle class. The middle class family does not consider themselves millionaires. I am holding this rubber stamp because this is what got us here. Mr. Ryan talks about paying for that. Let us put that rubber stamp over here.
