I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, add the following: ``(4) Offshore exclusions.--The plan required by paragraph (1) shall not include oil and gas leasing in any tract located in the South Atlantic Planning Area, the Straits of Florida Planning Area, or the in any area of the Eastern Gulf of Mexico that is referred to in section 104(a) of the Gulf of Mexico Energy Security Act of 2006.''.
