I saw photographs of tunnels with walls as smooth as the walls in this Committee room, lined with air-conditioning and lighting, which made an obvious point very clear: that there is a large investment of money by the transnational criminal organizations--we estimate up to $3 billion a year--in creating an infrastructure for them to be able to do their business, which is the trafficking of guns, drugs, and human beings.
