The text of the amendment is as follows: At the end of the bill (before the spending reduction account), insert the following: Sec. ___. None of the funds appropriated or otherwise made available by this Act may be used to implement, administer, or enforce any major rule under subparagraph (A) of section 804(2) of title 5, United States Code.
