We have also offered on this floor similarly to what we offered and was passed on the CARA bill, which was the conservation issue, that nothing would be spent until we could and made sure that Social Security and Medicare were preserved. And any one of the other instructions that we have offered since that on every issue except for the tax issues, we cannot get that guarantee. Based on this assumption that there will be a surplus, there could be a surplus, there might be a surplus, and yes, it looks good for the country but we are still working off of assumptions, it would seem to me that the pressure should be put on Republicans to make sure that in fact we do guard against those issues that we all feel are very important and, that is, Medicare and Social Security. When those have been offered, they have been turned down, particularly on the tax issue. I do not understand that.
