Again, if you don't have communication, I mean, when they couldn't communicate--and we held funds up a couple of times. I think I participated in that to get your attention.

This is not an acceptable solution.

But, one, we don't have an inventory of vacant Federal properties or underutilized Federal properties. That's a given.
