On the recordJuly 13, 1995
Yes. I do not speak, sir, to the south Florida ecosystem. I am talking about the ecosystem of the United States and the investment that we are making. These are so few dollars compared to the whole budget and to the money that is spent on studies and surveys and administration. We will never get another chance, and what I would like to avoid is the mistakes that were made in south Florida that I saw as I grew up in south Florida. So again, I strongly urge my colleagues who talked about property rights, about preservation, about environment and being strong supporters, to come forward and to support this amendment. And I regret that I take a position in opposition to you and the committee.
