I have waited some 10 years for this issue to be discussed in this manner before the House of Representatives. This is the most important vote that this House of Representatives and this Congress will have since we did welfare reform because we are talking about the future of our most needy and deserving citizens, our most disadvantaged citizens. We are talking about the children of those individuals in our society who need a Head Start and we were not providing that. I have heard rhetoric from the other side, and we saw the parade of mediocrity coming down the aisle advocating the continuation of the same, the same exact situation.
