This amendment would state that it is, in fact, a sense of the House of Representatives that small business set-asides should not be excluded from any acquisitions under the General Services Administration Federal supply schedule. The Small Business Act was adopted by Congress to, in fact, ensure that small businesses would receive fair access and a fair share of Federal Government contracts and subcontracts. In fact, section 15 of the act requires that all contracts below $100,000 be reserved for small businesses.
