I want to also recognize the gentleman's outstanding leadership and hard work on this piece of legislation. He, as chairman of the House Subcommittee on Government Management, Information, and Technology, and his able staff have worked diligently to craft, working with the minority, a bill which I think the House can be very proud of. I would also like to take this opportunity to thank the gentleman from Pennsylvania, Chairman Clinger, of the Committee on Government Reform and Oversight, the gentleman from Pennsylvania, Chairman Goodling, of the Committee on Economic and Educational Opportunities, the gentleman from Illinois, Chairman Hyde, of the Committee on Judiciary, and the distinguished gentleman from Connecticut, Mr. Shays, and the gentleman from New Hampshire, Mr. Bass, for their leadership on this measure. Each of them has in fact made invaluable contributions to this legislation. I also want to take just a moment and pay particular thanks and commendation to the gentlewoman from New York [Mrs. Maloney] for her hard work and her leadership as the ranking member.
