“In closing, Mr. Speaker, I thought it would be interesting to read from ``Mr. Smith Goes to Washington,'' a 1939 classic about Congress, and Mr. Stewart's famous words as Mr. Smith. He said, as many of us remember, about his feelings, ``I wouldn't give you two cents for all your fancy rules if behind them they didn't have a little bit of plain, ordinary kindness and a little lookin' out for the other fella.'' And that is what Congress is sometimes about, and we remember that as we remember this great American today. Mr. Speaker, as we have heard on the floor today, Jimmy Stewart was an exemplary American.”
